Governor Pat Quinn, a Democrat delivers his combined State of the State and Budget Address next week. It needs to be rich with ideas to balance the state’s hemorrhaging budget. The General Assembly pushed through a state income tax hike in the waning hours of the last Legislative Session. That is expected to put a dent in the state’s anticipated budget short fall for this year. But the state remains late and sometimes seemingly absent in paying money owed to its venders and local agencies, including hospitals, schools and social service organizations.
